Governance
As a not-for-profit organization, Phoebe Ministries is governed by a community-based board of trustees. Board members include clergy and lay people representing the Penn Central Conference, Pennsylvania Southeast Conference, Penn Northeast Conference of the United Church of Christ, and the community at large.
These volunteers give their time and talents to ensure that the organization responds compassionately to the needs of the residents served by Phoebe. Any operational profit is re-invested into the organization to enhance the care and services provided to Phoebe residents.
Meet Our Governing Board
Chairperson of the Board
Martha Dodge has a B.S.E.E. and MBA from Lehigh University and is a licensed Professional Engineer in Pennsylvania. Prior to beginning her engineering career, Martha obtained a BA, Nursing from Simmons College and worked as a critical care registered nurse in Pennsylvania and Connecticut. She has over 25 years of electric utility experience that began as a design engineer for PPL Corp. nuclear units. She has broad experience and leadership in design and field engineering. Martha is currently the Director of the Energy Systems Engineering Institute at Lehigh University.
Martha has been a trustee of Phoebe Ministries for several years and serves as the Vice Chair of the Governing Board of Trustees. She grew up in the First Church of Christ Congregational in Longmeadow, MA, and more recently was a member of Saint John's UCC, Laurys Station, PA. She is the proud mother of her daughter, Virginia, who is a graduate student in the University of Pennsylvania School of Veterinary Medicine.

Vice Chairman of the Board
The Rev. Daniel T. Moser has pastored family, pastoral and program sized churches for over 30 years. He has graduate degrees from The Divinity School of The University of Chicago and Princeton Theological Seminary. He is the Director of Worship and Religious life of the Bay View Association, a Chautauqua on Lake Michigan. He leads Sabbath Time Ministries, a team of clergy dedicated to the recovery of Sabbath keeping as a counter cultural activity.
Rev. Moser was elected to the Phoebe Ministries Board of Trustees in 2001 and has served in various capacities including Chair of the Church Relations Committee, Chair of the Bucks County Strategic Advisory Council, and board representative on the Faith in Action Team.

Treasurer of the Board
Robert W. "Bob" Miller is a retired executive from a local milk company where he worked for 40 years. He joined the Phoebe family in 1996 as a trustee to the Phoebe Ministries Board. He was appointed to the Finance Committee and presently serves as the chairperson for the Audit and Finance Committee. He has served as Treasurer to the board in the past. In addition, he is a member of the Compensation Committee and the Phoebe Reciprocal Risk Retention Group Committee. |

Secretary of the Board
After graduating from Albright College in 1969, he served in the Marine Corps and then worked for a national CPA firm for several years. For the next 31 years, he worked for Mid Atlantic Canners Association, most of that time as Vice President of Finance, and retired in 2006 as Executive Vice President. He is active in his local United Church of Christ church in Allentown.
Don originally joined the Phoebe family in 1991 when he was elected to the Phoebe Ministries Board of Trustees. In the past, he has served as Treasurer and Vice Chairman of the Board and has served on the Audit and Finance Committee for many years. He is a member of the Board's Compensation Committee and was a member of the Search Committee for the President/CEO of Phoebe Ministries.

Bob Bertolette resides in Lansdale, Pennsylvania with his wife, Sue, and two children, John and Jenny. He received his Bachelors degree in Social Work from Eastern College and his Masters degree in Health Administration from St. Joseph's University. He has been a licensed nursing home administrator since 1988 and has been in the retirement industry for 32 years.
For the past 14 years, Bob has been and continues to be employed as President/CEO of Riddle Village, a continuing care retirement community located in Media, Pennsylvania. His past experience includes serving as Executive Director at Normandy Farms Estates (an ACTS community) in Blue Bell, Pa, and Administrator at Elm Terrace Gardens in Lansdale, Pa. He also served as Director of Social Services/Marketing Director at the Philadelphia Protestant Home. He has served on several of their committees including the Assisted Living Task Force, Membership Committee, Consumer Alignment Task Force, and Chaired the Budget and Finance Committee and the Governance Committee. In addition, he served as President of the Board of Directors for Wyncote Church Home and chaired the Wyncote/Phoebe Joint Development Committee, which resulted in a recent merger with Phoebe Ministries.

Dr. Peter Fisher is the President and CEO of Health Network Laboratories. He received his medical degree from Middlesex Hospital Medical School of the University of London, and completed his residency and postdoctoral fellowship in Advanced Pathology at the College of Physicians & Surgeons, Columbia University, New York. He also earned a Master's Degree in Business Administration from the Columbia Business School. His areas of subspecialty expertise include cardiovascular and cancer pathology, and he has particular interests in the fields of healthcare and business management. |

Bill Hacker is a long time resident of West Allentown and received his BS in Chemical Engineering from the Pennsylvania State University. He became a licensed Property and Casualty Broker 31 years ago after joining his father's insurance agency in Allentown, while also attending graduate school at Lehigh University. Bill assumed the account executive responsibilities of the Phoebe-Devitt insurance program 20 years ago and currently serves as broker of record for the Phoebe Risk Retention Group. Bill is President and CEO of Arbor Insurance Group, Inc. based in Allentown. He has served on the Phoebe Home advisory board for the past 5 years and a 2 year member of the Phoebe Ministries finance committee. Bill has two grown children Brian and Alison, both residing in the Philadelphia area. |

Alan B. McFall, Esquire, Phoebe Ministries Board Chair, has served as a Phoebe trustee on the Board of Trustees since 1992. He has served in many capacities including chairman of the Long Range Planning Committee, and Ex-Officio member of all of the board's committees. He has been active in the Compensation Committee and Foundation Committee and served on the Search Committee for the President/CEO. Attorney McFall is president of McFall, Layman & Jordan, P.C., a general practice law firm in Bangor, PA. In his law practice, he serves as the legal advisor to several municipalities, school districts and non-profit entities. He holds a J.D. degree from Temple University School of Law and a Master of Business Administration degree from Indiana University. He also serves as a trustee of the Northampton County Historical and Genealogical Society. |

Formerly a structural design engineer, Alan enrolled in Seminary and served as Youth Minister and Associate Pastor of his church. A graduate of Lehigh University, he received his M.Div. from Pittsburgh Theological Seminary and was ordained in 1979. Alan began his full-time ministry as an associate pastor in Pennsylvania Southeast Conference. He has also served a church within Penn Northeast Conference. In 1992, Alan accepted the call to serve as the Associate Southern Conference Minister for the Western North Carolina Association. In this position, Alan worked with 110 congregations, serving as the primary ecclesiastical representative of the wider church to the local congregations. He participated fully in the search and call process in the Association, and his role as Associate Conference Minister was as a resource and consultant for local congregations. In April 2002 Alan accepted the position as PNEC's Conference Minister.
Alan and his wife Candy have two grown children, Mark and Tina.

Attorney Brian Ott chairs the Trusts and Estates Group with the law firm of Barley Snyder LLC. His practice focuses on estate planning and administration, business succession planning for family-owned businesses, and on the representation of tax-exempt organizations. He has presented and written articles on a variety of estate planning topics.
Brian is a member of the Real Property, Probate and Trust Law Section of the Pennsylvania Bar Association. He serves on the Orphans' Court Rules Committee of the Berks County Bar Association and on the boards of directors of several charitable organizations.
He joined the Phoebe family in 1997 serving as a trustee at the Phoebe Berks Campus. He was elected to Phoebe Ministries Board of Trustees in 2004 and serves on the Nominating Committee.

Mitch Possinger is the president and founder of Cura Hospitality, a provider of contract dining services to 38 senior living communities and hospitals. A graduate of Muhlenberg College and Lehigh University.
Starting his career in food service as a teenager by working at a family-owned dairy and food vending company, Mitch went on to serve as his college fraternity's steward. After graduation from college in 1977, he rose to the rank of regional sales manager at ARA Services in 1983 and then to Executive Vice President of Operations at The Wood Company in 1992. In 1996, he founded Cura Hospitality and assisted in the founding of Parkhurst Dining Services.
A committed volunteer, Mitch serves on the Boards of Directors of Muhlenberg College, Phoebe Ministries, and Presbyterian SeniorCare Foundation. He received Phoebe Ministries' Deaconess Award, the Association of Fundraising Professional's Corporation of the Year Award and the ELCA NEPS "Love in Action Award." In his professional capacity, he also serves on the Boards of Directors of Eat'n Park Hospitality Group.
A father of three children, Mitch is married to The Rev. Jami Possinger, an ordained minister who serves a local parish. He and his family live in Schnecksville, PA.

Ronald Rider has been volunteering for Phoebe Ministries for over 20 years. He retired as Vice President of the Partners Financial Network, Inc. in Wyomissing, Pennsylvania. Prior to that, he served as a Regional Manager of Life, Health and Financial Services for The Travelers Insurance Company in Hartford, Connecticut and retired from the company in 1992. He has served Phoebe Ministries in many capacities over the years including Chairman of the Board, member of the Long Range Planning Committee, the Audit and Finance Committee, Compensation Committee and was a member of the Search Committee for the President/CEO of Phoebe Ministries in 2008. Ron is a member of the St. John's Reformed Church in Sinking Spring, Pennsylvania and serves on the church's Finance Committee. |

Deborah was appointed to the Phoebe Ministries Board of Trustees in January, 2008 and also serves on the Phoebe Institute on Aging Board. Her professional career began after finishing graduate school at Temple University and as an Assistant Evening Supervisor of Nursing at Lankenau Hospital in Philadelphia. She was hired as the first Executive Director of Lutheran Services of the Lehigh Valley. She has actively pursued legislation and policy reform toward the realization of equality and justice for all people, particularly women. Employed as professor of Criminal Justice and Women's Studies at Kutztown University, she received the Ph.D. in Social Policy from the Union Institute in Cincinnati in 1996.
Sieger was appointed by the Governor to the Commission on Municipal Police Education and Training and serves on the Governance Committee of the Pennsylvania Chapter of the American Civil Liberties Union. She served for a decade on the Editorial Board of the Journal of Community Practice and Administration, has presented papers and workshops at national conferences, and has appeared on numerous television and radio shows about justice and social change issues.

A resident of Myerstown, Pennsylvania, Charles is a current member of the Penn Central Conference United Church of Christ Board of Directors. He represents the Penn Central Conference on the Phoebe-Devitt Homes Governing Board. He has previously served on the Penn Central Board as Vice Moderator and Moderator. He is an active member of Myerstown United Church of Christ. He is a retiree of Penn State University. |

The Rev. Dr. Hilary J. Barrett has served as Senior Pastor of Pleasantville United Church of Christ in Chalfont, Pennsylvania since 2003. Ordained in 1989, she has served in settled pastorates and interim settings in Pennsylvania for over 20 years. Hilary grew up in Berkeley, California and pursued an undergraduate degree in World and Comparative Literature at San Francisco State University. She holds graduate degrees from United Theological Seminary of the Twin Cities (M. Div.) and Pacific School of Religion (D. Min); her Doctor of Ministry thesis was entitled, "Telling Stories: Narrative Approaches to Congregational Studies." Together with the Rev. Daniel Moser, she is co-founder of Sabbath Time Ministries, providing Sabbath rest and renewal for pastors and congregations.
